But it’s unclear whether this damage—known as chronic traumatic encephalopathy (CTE)—is prevalent in the general population. Now, a new study reports those rates for the first time.To conduct the research, neuropathologist Kevin Bieniek, then at the Mayo Clinic in Jacksonville, Florida, and colleagues sorted through nearly 3000 brains donated to the clinic’s Rochester, Minnesota, tissue registry between 2005 and 2016. Then, by scanning obituaries and old yearbooks, the researchers narrowed the group to 300 athletes who played contact sports and 450 nonathletes. The scientists removed all infants under age 1, brain samples with insufficient tissue, and brain donors without biographical data attached to their samples. Finally, they collected medical records and looked under a microscope at tissue from up to three sections of each brain for signs of CTE. Those signs include lesions and buildup of tau, a protein associated with neurodegenerative disorders such as Alzheimer’s disease.Six percent of the brains showed some or all signs of CTE, Bieniek and his colleagues report in Brain Pathology. Not all the people experienced symptoms associated with CTE, at least according to their medical records. Those symptoms include anxiety, depression, and drug use. Nine percent of athletes had evidence of CTE, compared with just over 3% of nonathletes.The highest rate of CTE was in football players who participated beyond high school: Ten of 15 collegiate and professional players showed either some features of CTE or definitive diagnoses. The likelihood of developing CTE was 2.6 times as high for football players as for nonathletes, the researchers found, but more than 13 times as high for football players who continued beyond the high school level, compared with nonathletes.“Parents need to understand that playing tackle football does increase your risk of developing CTE, and it is correlated to how many years you play,” says Chris Nowinski, the CEO of the Concussion Legacy Foundation, a nonprofit in Boston that advocates for concussion prevention among athletes. “That’s an important message if we ever want to prevent this disease.” Study II All football players** Only one of the 273 women in the sample exhibited signs of CTE. She was not an athlete. Bieniek says this could be because of the subjects’ somewhat advanced average age of 67. That would mean most of the women in the group were at least in their early 20s before Title IX, which prohibits sex discrimination in education and school activities, became law in 1972; they likely had fewer chances to play competitive sports than men.The team also found that individuals with CTE were diagnosed with traumatic brain injuries no more often than people whose brains lacked CTE. The authors suggest repeated trauma is key to developing CTE; a single hit to the head may cause a concussion and concussion-related symptoms without turning into a CTE diagnosis.Still, experts note that medical records can be incomplete, and people don’t always seek treatment for disorders such as depression and drug use. As a result, the findings could underestimate the proportion of people with CTE who develop these issues.The results provide a good overview of CTE prevalence in the general population, says Kristen Dams-O’Connor, a clinical neuropsychologist at Mount Sinai Hospital in New York City who was not involved with the study. “Most of the research on CTE so far has been done in highly selected [groups] of people with generally very high levels of exposure to head trauma.”Neuropathologist Daniel Perl of the Uniformed Services University of the Health Sciences in Bethesda, Maryland, also cautions that many of the brains in the study show only mild signs of CTE and should not be conflated with more extreme signs seen in professional football players’ brains. “I think we have to be very careful how we interpret this study and others like it.”Bieniek acknowledges that the brain donors were predominantly white, raising questions about whether the findings apply to everyone. The ICC Board agreed to work collaboratively on the details of the constitution and model with a view to final sign off at the April Board meeting and submission to the full ICC Council in June. The ICC said progress was made around future structures of bilateral international cricket with a preferred model identified by the Member Chief Executives for all three formats of the sport. This framework will now be used to build a more detailed model that incorporates scheduling and accommodates existing agreements to present to the ICC Board for full consideration in April. This includes nine-team Test league run over a two year cycle with the remaining three Test teams to be guaranteed a consistent and confirmed schedule of Test matches against all other teams; 13-team ODI league run over a three year period leading into qualification for the ICC Cricket World Cup 2023; regional T20 competition structure to be developed as a pathway to qualification for the ICC World T20. Regarding this, a scheduling summit will now be held in March before a detailed proposal is put to the ICC Board in April. In other decisions, the Chief Executives Committee agreed to the principle of a consistent use of DRS technology across all international cricket. A full implementation plan will be considered by the ICC Cricket Committee in May before approval in June 2017 for roll-out from October 2017. In the interim, the CEC agreed that DRS will be used in the ICC Champions Trophy 2017, all televised games at the ICC Womens World Cup and all future ICC World Twenty20 televised games with one review per side. Post 2017 any technology used must be checked and approved by MIT. The CEC agreed to introduce a system of demerit points for poorly-rated pitches and grounds. If a venue accumulates five demerit points (each point will remain active for five years once received), the venue will receive a 12-month suspension. Ten points will force a 24-month suspension. Blackbaud’s 2013 Charitable Giving Report is out and contains a lot of encouraging news for nonprofits. Blackbaud reports that overall giving grew 4.9% in 2013, while online giving continues to grow at a faster clip. For the second straight year, the report showed double digit growth in online fundraising, with a 13.5% increase in 2013 compared with 2012. Are you a small group wondering if you can keep up? Good news: organizations that raise less than $1M per year saw the biggest improvement in online giving with a 2013 increase of 18.4%.2. Our friends at M+R have shared aggregated year-end fundraising results from 26 organizations. The “2013 Year-End Fundraising in Review” complements other recent reports, showing that, for these organizations, online giving also grew as did the size of average gifts. M+R’s Senior Vice President of Strategic Services, Steve Daigneault adds helpful insight on response rates and email revenue, plus offers some “time capsule” advice for fundraisers looking ahead to December 2014.3. Italy’s Conor O’Shea backs Nations Championship despite relegation threat

Notley giving BC space but not ruling out any options in pipeline

first_imgAlberta Premier Rachel Notley says she’s giving the British Columbia government “space” as it consults with its federal counterparts, but warned she isn’t limiting what measures she’d take in the ongoing dispute over the Trans Mountain pipeline.“There are no options that we are ruling out,” Notley said when asked about further measures, including potentially stopping the current flow of oil in the Kinder Morgan pipeline.“Part of the point of a strategic rollout of options is to do it on a strategic basis, so I’m not going to speculate about which option will come into play at which time.”Notley said Monday she won’t pursue further measures as conversations between the federal government and B.C. continue.“We’re going to give them a little bit of space, we’re not certainly going to wait indefinitely, and we’re going to assess it every day as we see what kinds of signals we get from B.C. and out of the federal government,” she said.She also said she’ll be meeting later this week with her newly-established task force to go over next options.The members include former New Brunswick premier Frank McKenna, former deputy prime minister Anne McLellan, former Syncrude Canada president Jim Carter and noted legal scholar Peter Hogg.The Alberta government has already suspended talks regarding selling electricity to B.C. and recently moved to ban the import of B.C. wine.The moves came after B.C. Premier John Horgan announced his government’s intention to ban increased bitumen imports through pipelines and conduct consultations about spill cleanup.This has been Notley’s main argument regarding the dispute, saying B.C. does not have the authority – which belongs to the feds – over what goes into a pipeline and how much.Horgan said last week that he won’t be distracted by Notley’s trade attempts and that he does have the law on his side.“We are currently in court with respect to the Kinder Morgan process, the pipeline, and until we get a resolution from the federal court, that is an option question,” he said. “When it comes to our right, my right as the premier, Georges (Heyman) right as the minister of environment to consult with British Columbians about putting in place protections for our environment and our economy, I see no ground for the premier to stand on.”Notley said it’s encouraged that B.C. and other provinces consult with their citizens, but the issue is how those attempts to consult could delay or potentially end a project that’s already been approved, in part according to the prime minister because of Alberta’s Climate Leadership Plan.But Horgan has said he stands by his position.“At this point, all we’ve done is announce our intention to consult with British Columbians,” he said. “Our court case focuses on what we believe was a lack of due attention by the National Energy Board to the interest of British Columbia in making their determination.”United Conservative Party Leader Jason Kenney has also been pushing for an emergency meeting in the legislature to discuss the issue, promising a bipartisan conversation to figure out where to go from here.Notley said she appreciated Kenney’s support, but isn’t calling such a meeting.“I think that what we need to do is not be talking to each other inside this building, but rather speaking to people across this country about the import of our position,” she said.Natural Resources Minister Jim Carr responded to a Conservative motion calling on the government to use every tool to get the pipeline expansion built and to report to Parliament of its plans by Thursday.Carr said the Conservatives were trying to manufacture a crisis and that the Liberals wouldn’t allow any attempts to stall or stop the project.But when Notley was asked if there’s if she’s hoping to hear more from the federal NDP, she was blunt.“Not really, no,” she said.– with files from the Canadian Presslast_img read more
